San Bernardino County Voluntary Organizations Active in Disaster

The San Bernardino County VOAD (SBCOVOAD) is a coalition of nonprofits, faith-based and community organizations, businesses, tribal partners, and government agencies working together to strengthen disaster preparedness, response, and recovery across the largest county in the nation.

Our mission is to coordinate resources, information, and partnerships — before, during, and after disasters — ensuring help reaches communities efficiently, equitably, and with compassion.

SBCOVOAD operates under the guiding principles of the Four Cs:

  • Communication – sharing timely, accurate information between partners.

  • Coordination – aligning resources to reduce duplication of effort.

  • Collaboration – building relationships that last beyond a single event.

  • Cooperation – working together with trust and shared purpose.

How We Work

SBCOVOAD serves as a countywide coordination hub, connecting local and regional partners through planning, training, and activation during emergencies. We collaborate closely with the San Bernardino County Office of Emergency Services (OES) and our regional Community Organizations Active in Disaster (COADs), which represent local networks across the county:

  • East Valley

  • High Desert

  • Morongo Basin

  • Mountain Region

  • Tribal

  • Victor Valley

  • West Valley

Together, we coordinate information, activations, and community partnerships during both blue-sky (preparedness) and gray-sky (disaster-response) operations.
